Hathaway Noa is the secret leader of Mafty, an anti-Earth Federation movement that resists the Federation government's oppressive rule through the assassination of its ministers. Haunted by the trauma of his past, Hathaway remains determined to carry out Mafty's mission and prepares for an attack on the Adelaide Conference.

His path becomes increasingly complicated when he encounters Gigi Andalucia, a mysterious young woman whose uncanny abilities and cryptic words stir memories of his past. Meanwhile, Kenneth Sleg of the Earth Federation Forces prepares to defend the Adelaide Conference and eliminate Mafty, only to receive a secret proposal from Handley Yoxon of the Criminal Police Organization.

As Hathaway and Kenneth pursue their opposing goals, Gigi also sets out for Hong Kong to fulfil her own role. With the Adelaide Conference approaching, Hathaway must confront his past, his responsibilities as Mafty's leader, and the consequences of the conflict he has chosen.
